I haven't seen under the bonnet of a 1.9, so I can't help much, but it looks like it is something called an adjuster unit.

Hi
I assume you’re talking about item 8 on the diagram.
This is sometimes known as a DISA valve (termed adjuster unit on the diagram). Briefly, it has a metal flap (valve) inside that moves, on a spring loaded spindle, to adjust airflow inside the manifold. It is wired to the ECU and is activated at a certain RPM (3500-4000 I believe). It’s all about optimising engine efficiency and power across the RPM range.
After a while the spindle holding the metal valve develops a “bit of play” and becomes noisier – a certain amount of buzzing is normal even from a new unit. Failure can also occur by the spring mechanism breaking so that the valve does not open/close normally.
The one on my particular 1.9 (M44 engine, 70,000 miles) was particularly noisy – even an ex-BMW technician agreed with me that it was so. The spring mechanism was working OK but I took the decision to replace it myself (very simple 5 minute job) at a cost of around £150 for a new unit from BMW. My understanding is that worst case scenario is that the spindle pivot end can become disconnected with the risk of bits falling into the manifold/engine.
