P4 half speed

So, I've bought a 'new' desktop computer. Its an oldie with a P4 3Ghz CPU on an MS-6577 motherboard. Why oh why then does it only do 1.5 Ghz? So far I've tried:

1) Fiddling with BIOS
2) Resetting CMOS
3) trying to find a new BIOS
4) New fan and heatsink
5) Different CPU (that doesn't even work: The new CPU's don't seem to let the damn machine boot!)
6) Different RAM

The last thing I can think of is that the power pack doesn't have enough oomph to run the CPU to full speed with a graphics card attached, even though its only an AGP...

Any ideas will be rewarded with thanks!

Appreciate the help thus far, alas I'm being held to ransom for #30 to update things! Bearing in mind the computer only cost #60!...

I've tried a different cpu (cleron, supported by the mobo) and the computer doesn't seem to like it! Damnable HP!

Any other ideas I'm all ears!

Buy a new one?
Nothing wrong with HP kit as far as I am concerned.

First post on this board and it's not even about the roadster...ah well !

I would say it's down to the FSB / multiplier in the BIOS. You might need a BIOS update, but you should be able to bump up the speed there.

Highly doubt it's a power issue or your PC would probably turn off
