Front bumper bar side mount issue

Hi can anyone help me with a problem I have with a protruding edge of my front bumper with the bonnet closed at the wheel arch. The reason for this is because the bracket that is fixed to the bumper bar itself has come away slightly from it causing the edge to protrude. Does the front bumper side mounts come fitted to the bumper or is it a seperate part? The bracket that it slides over is fixed to the body with a couple of 10mm bolts that is adjustable and is available to buy. There is some evidence of a previous attempt to hold the bracket onto the bumper with black silicone. All advice is greatly appreciated.
